Spain is still open, they haven’t quarantined Madrid, where there are most cases of Covid 19. The borders to the country are still open
In small towns and cities the police are enforcing the rules very well

One of the problems is that Spain’s economy is based very much on tourism and bar/restaurant trade plus also farming and exportation of goods.
So if Spain closes its border, these trades will lose a lot of money, Spain will lose a lot of money.
But the Spanish government need to put the health and safety over the economy.
It’s also true that Spain hasn’t had a epidemic like this since the 1920s when the Spanish flu outbreak .
